This declaration follows the horrific stabbing death of a great-grandmother on one of its trains, prompting the Federal Transit Administration (FTA) to initiate a thorough examination of MARTA's safety and security protocols.
Intensified Federal Oversight
In a public statement on Friday, Secretary Duffy announced that the FTA has commenced a comprehensive review. This scrutiny encompasses MARTA's expenditures on security, its established safety procedures, and the inherent risks faced by both passengers and employees utilizing the transit network.
Duffy acknowledged that MARTA had met the initial governmental deadline for a response and had assured the administration of their proactive measures. However, he emphasized that the FTA's inquiry would not conclude there.

This rigorous federal examination into MARTA’s operations was triggered by the unprovoked killing of 66-year-old Margaret Swan.
Details of the Tragic Incident
On May 30, Margaret Swan was a passenger on a northbound MARTA train, traveling near the Oakland City Station. During her journey, 25-year-old John Elijah Matthews allegedly approached her without provocation. According to prosecutors and a Fulton County arrest warrant, Matthews then produced a folding knife from his pocket.
The warrant details that Matthews allegedly inflicted a fatal wound to Swan's throat before proceeding to stab her an additional 18 to 20 times in her neck and chest. Witnesses reported that Swan screamed and attempted to defend herself during the assault. Matthews then reportedly threw Swan to the floor before disembarking the train at the Oakland City Station. MARTA police subsequently apprehended him at the station, where he was found in possession of a bloody knife.
Despite immediate emergency medical attention from first responders, Swan was pronounced deceased at the scene of the attack. Eyewitness accounts confirmed there had been no interaction between Swan and Matthews prior to the violent assault.
Charges and Broader Safety Concerns
John Elijah Matthews is currently facing a local felony murder charge. Additionally, he has been charged federally with committing an act of violence on a mass transportation system, specifically using a dangerous weapon with the intent to cause death. If convicted on the federal charge, Matthews could face a sentence of life imprisonment or the death penalty. The ultimate decision regarding the penalty will be made by Acting Attorney General Todd Blanche.
Earlier this month, Secretary Duffy highlighted significant safety disparities within the MARTA system. In a social media post, he stated that the rates of assaults, robberies, and rapes occurring on MARTA trains are "MORE THAN THREE TIMES the national average."
The ongoing FTA audit seeks to ascertain whether MARTA has effectively implemented its existing safety plans to safeguard passengers. Furthermore, it aims to verify how the transit authority has allocated federal funds specifically designated for enhancing security measures.
